"It is a question of making sure they really are affordable," Mr Mitchell-Baker told the Dorking and Leatherhead Advertiser.
He highlighted the increasing average age of the population in Leatherhead, blaming it on the rising house prices and lack of options for younger aspiring homeowners.
"The population of people aged 15-40 fell by eight per cent between 1991 and 2001, but the overall population only fell by 1.4 per cent over the same period," he added.
Mr Mitchell-Baker concluded that although the scheme was a success, other initiatives had to be introduced to prevent the area from "stagnating".
