Green homes for first time buyers

The scheme, which is waiting for parliament backing, would see first time buyers in affordable homes which are as close to carbon neutral as possible.
Mr Livingstone would take control of a £1.7 billion government budget, set aside for subsidising affordable housing.
"I intend to bring the architects and the housing association people in and say we're not going to allocate that money to any new home for construction that isn't absolutely state-of-the-art," he said.
In related news, a speech from the chancellor Gordon Brown yesterday highlighted the growth of affordable housing as one of the main challenges for government as it strives to make all neighbourhoods inclusive.
Not-for-profit housing associations would be the key to achieving this goal, according to the National Housing Association.
